Assessment Reasoning
This introduces new cost-management integration for Copilot Studio in the Microsoft 365 admin center, due for general availability by November 2026. Admins gain optional controls for applying and monitoring AI spending policies across environments. The impact centres on financial governance, dashboard changes, and planning coordination between Power Platform and Microsoft 365 teams. User-facing systems are unaffected, making implementation moderate and urgency steady for budgeting preparation.

📢 Official Microsoft Message Center Announcement

Microsoft Copilot Studio cost controls are expanding to Cost Management in the Microsoft 365 admin center
Message ID: MC1530368
We are announcing the ability to use the expanded cost controls for Cost Management for Copilot Studio into the Microsoft 365 admin center in Power Platform. This feature will reach general availability by November 20, 2026.

How does this affect me?
This update gives administrators a centralized way to manage Copilot Credit spending across supported usage-based AI workloads while retaining broader Copilot Studio administration in the Power Platform admin center. This enterprise-ready management experience helps organizations monitor usage and apply spending controls that align with their operational and budget requirements. This will be available for:
  • AI administrators and global administrators who manage costs in the Microsoft 365 admin center.
  • Power Platform administrators who manage Copilot Studio environments in the Power Platform admin center.
  • Billing and cost administrators who monitor Copilot Credit usage and spending.
When this change is available:
  • Administrators will be able to manage spending for supported Copilot Studio resources by using Cost Management spending policies in the Microsoft 365 admin center.
  • Spending policies can be applied to a supported environment or an individual agent. Administrators can also choose to apply a policy across supported environments.
  • This experience is not enabled automatically for existing Copilot Studio environments. Moving cost-policy management is optional and is controlled by an administrator for each environment.
  • For an environment moved to the new experience, the Microsoft 365 admin center spending policy becomes the active cost control.
  • After an environment is moved, new usage information for that environment will appear in the Microsoft 365 admin center and will no longer appear in the Power Platform admin center.
  • Usage information generated before the environment was moved will remain available in the Power Platform admin center.
  • Environments that are not moved will continue to use their existing cost controls in the Power Platform admin center.
  • Other Copilot Studio administration will remain in the Power Platform admin center. Only cost-policy management and associated reporting for moved environments will change.
  • Cost Management and the agent registry will display cost information in the organization’s local currency for supported AI services and agents built on Microsoft platforms.
The platforms and services affected by these changes are:
  • Microsoft 365 admin center
  • Power Platform admin center
  • Microsoft Copilot Studio
  • Microsoft 365 Copilot
  • Agent Builder
  • Copilot Credits
What action do I need to take?
This message is for awareness, and no action is required. Before moving an environment to the new cost-management experience when available, we recommend that administrators:
  • Review current Copilot Studio environments, agents, Copilot Credit capacity, and spending controls.
  • Identify environments and agents that would benefit from dedicated spending policies.
  • Review who is authorized to create and manage spending policies in your organization.
  • Familiarize yourself with Cost Management in the Microsoft 365 admin center.
  • Review existing cost-management and usage-reporting processes in the Power Platform admin center.
  • Consider how moving an environment will affect internal usage reports, dashboards, and operational procedures.
  • Review the applicable Microsoft documentation before changing cost-policy management for a production environment.
