Assessment Reasoning
The change introduces rolling limits for Copilot Chat use by unlicensed users, meaning some requests will occasionally be capped. Admins cannot modify or monitor limits, but help desk staff need to be aware to manage user expectations. User effect is mild workflow disruption when prompts are throttled. No configuration is required, but communication and awareness are necessary as rollout progresses.

Limits in Copilot Chat
Message ID: MC1536158

Microsoft uses fair use limits for some Copilot features for users without a Microsoft 365 Copilot license.

Features, such as image generation, already use limits, as previously communicated in MC1064749. We are applying this approach to additional Copilot Chat features and capabilities.

Users will be notified in-product if the capacity or feature is not available.

Rollout Schedule

Limits are currently used for some Copilot Chat capabilities and may expand to additional capabilities over time. New Copilot Chat limits are currently rolling out.
