Our engineers are currently investigating an event impacting creation of Managed DevOps Pools in new Azure subscriptions where no existing pools exist.
Users will see pool creation timing out with error The resource write operation failed to complete successfully, because it reached terminal provisioning state ‘Canceled’.
Our engineers are currently working on a mitigation.
