Assessment Reasoning
Microsoft is retiring AI Builder credits and moving to Copilot Credits by November 2026. Admins must review credit usage, adjust capacity purchases, and update internal licensing and governance. Business processes using AI Builder could fail if capacity is not maintained, making planning and monitoring essential. User-facing impact is indirect since features remain available but depend on correct credit configuration.

AI Builder credits retirement: Prepare to use Copilot Credits
Message ID: MC1526652

[What and Why:]

Microsoft is retiring AI Builder credits and replacing them with Copilot Credits. Organizations using AI Builder must arrange Copilot Credit capacity before their existing AI Builder credit entitlements expire, or sooner if those credits are exhausted, to avoid interruptions.

AI Builder features are not being retired. They will continue to be supported using Copilot Credits, bringing AI Builder and Microsoft Copilot Studio capabilities onto a common credit-based licensing model.

When this will happen:

  • November 1, 2025: Sales of AI Builder capacity add-ons ended for new customers.
  • November 1, 2026: AI Builder capacity add-ons reach end of life. Credits from active add-on contracts remain usable until those contracts expire.
  • November 1, 2026: New or renewed eligible Power Platform and Dynamics 365 licenses will no longer include seeded AI Builder credits. Seeded credits included with eligible licenses purchased or renewed before this date remain available through the end of the applicable contract term.

November 1, 2026, is not a universal cutoff for existing credits. Your transition deadline depends on when your applicable contracts expire.

[Rollout Schedule:]

General Availability (Worldwide, GCC): We will begin rolling out on early November 2026 and expect to complete by early November 2026.

[Impact on Your Organization:]

This change affects organizations that use AI Builder credits from capacity add-ons or credits included with eligible Power Platform and Dynamics 365 licenses to run AI Builder features in Power Apps and Power Automate.

  • AI Builder features in Power Apps and Power Automate consume available AI Builder credits first. When those credits are unavailable or exhausted, usage automatically falls back to available Copilot Credits.
  • If neither credit type is available, affected AI Builder runs are blocked, which can interrupt apps, flows, and business processes.
  • AI Builder credits will not automatically convert to Copilot Credits. Consumption rates differ by capability; there is no single conversion ratio.
  • AI Builder features in Copilot Studio already consume Copilot Credits.
  • This change affects licensing, not feature availability. Administrators must ensure sufficient capacity to continue running AI Builder features.

[Action Required/Recommendations:]

Admin action is required before November 1, 2026, for organizations with AI Builder capacity add-ons, and before existing credit entitlements expire to prevent disruption.

  1. Review your contracts. Identify when your AI Builder capacity add-ons and licenses providing seeded credits expire. For AI Builder capacity add-ons, turn off automatic renewal in the Microsoft 365 admin center or work with your partner to do so in Partner Center.
  2. Review credit consumption across environments. In the Power Platform admin center, go to Licensing > Capacity add-ons > Download reports > + New > AI Builder. Generate and download the report to review credits consumed by date, user, and environment during the 30 days preceding the selected target date.
  3.  3.** Identify affected workloads.** In the Power Automate portal, select the environment, then go to Automation Center > Monitor > AI Builder activity. Makers can review their own activity for models they can access; users with the System Administrator or System Customizer role can review all activity in the environment. Activity data is also available in the AI Event table in Dataverse.
  4. Plan replacement capacity. Use the AI Builder capability rate table to estimate Copilot Credit requirements. Purchase and make sufficient Copilot Credits available to affected environments before existing AI Builder credit entitlements expire. Do not assume that the same number of Copilot Credits will cover your current AI Builder credit usage.
  5. Notify makers and support teams. Update internal licensing guidance and identify business-critical apps and flows that could be interrupted by insufficient capacity.
