As communicated in MC949603 / Important Update: Viva Goals Retirement Announcement (published December 2024), Microsoft Viva Goals will retire on December 31, 2025. To support this retirement, you can enable a dismissable in-product banner in late April 2025 that informs all users in your tenant about the Viva Goals retirement date.
You will be able to enable the banner in the General tenant admin settings in the Viva Goals admin portal:
